Through the Nirph CIS system citizens are restricted to a single identification number that acts as a key to identify individuals on various systems within the public and private sectors. Citizens are enrolled digitally or on paper (which is scanned) into the CIS system and issued with an identification card containing their photo, name, and surname, identification number and other information. A smart card encrypted chip stores their fingerprints securely with their identification number inside the contact or contact-less card.

The first line of defense against unlawful use or entry is the human inspector. Several levels of visual security for ID cards may discourage counterfeiting and increase assurance of validation.

Instead of contact pads, contact less smart cards use an embedded antenna that is attached to the chip to transfer information stored in the chip's memory to a remote computer. New information is written into the chip in the same way. Contact-less cards do not have to be inserted into a card acceptor device. Instead, they need only be passed within range of a radio frequency acceptor to read and store information in the chip.
